NIH Issues Guidance on Closeout Requirements During Appeals Process

The National Institutes of Health (NIH) has released NOT-OD-25-128: Guidance on Enforcement of Closeout Requirements During the Appeals Process, clarifying that NIH will not initiate unilateral closeout actions while an appeal of a terminated award is under review.

Guidance for PI’s and Schools:
For terminated NIH awards under appeal, please disregard conflicting closeout deadlines stated in termination letters or revised Notices of Award.  Continue to comply with the standard NIH policy, as outlined in the NIH Grants Policy Statement, section 8.6 Closeout that requires recipients to submit the final Federal Financial Report, final Research Performance Progress Report, and Final Invention Statement and Certification within 120 calendar of the end of the period of performance.
