In reviewing the recently released website discussing NSF’s implementation of the Executive Orders, here are some key takeaways that NSF researchers should be aware of:

Panels and Proposal Submissions

  • No changes to NSF merit review criteria – Intellectual Merit and Broader Impacts remain the standard.
  • Review panels are ongoing – Some postponed panels are being rescheduled.
  • Proposal submission deadlines may change – Check NSF updates for revised due dates.
  • Acceptance of New Proposals – Research.gov is still accepting proposals.
  • Proposal review process remains unchanged – Panels focus on merit review; NSF funding decisions follow agency-wide guidance.

Awards and Payments

  • Normal payment processing has resumed – Drawdown requests are processed within 2-3 business days.
  • Temporary Restraining Order (TRO) issued on January 31 – NSF cannot pause, freeze, or cancel awards due to Executive Orders.
  • NSF’s review of active grants continues – Awards remain subject to compliance with laws and grant terms.
  • Current Award Activity – Awardees can continue activities under current NSF award terms.
