Immediate Impact of New Executive Order on NASA Research Agreements

Consistent with the recent Executive Order titled “Initial Rescissions of Harmful Executive Orders and Actions,” issued on January 20, 2025, NASA has released the attached memorandum (click here) implementing the Executive Order, which immediately halts all Diversity, Equity, Inclusion, and Accessibility (DEIA) activities required under NASA contracts and grants. Below are changes that will impact NASA grants and contracts:

  1. Cessation of DEIA Activities
  • All DEIA-related plans, training, reporting, staffing considerations, or other activities directly or indirectly tied to NASA contracts or grants must cease immediately.
  • Please contact your DCG Officer if you believe your NASA funded project includes DEIA activities. DCG will assist in communications with NASA. 
  1. Award Modifications
  • Contracting Officers may issue modifications to NASA awards under the termination provisions or FAR 52.242-15 (Stop Work) and FAR 52.249 (Termination) clauses to stop all or any part of the DEIA related activity.
  • To date, USC has not received any related award modifications or terminations. Please contact your DCG Officer if you receive an award modification or termination.
  1. Updates to Guidance and Policies
  • NASA will provide further updates as they revise relevant policies, manuals, and agreements to comply with the Executive Order.
  1. Removal of DEIA References from NASA Platforms
  • All DEIA-related policies, materials, and references have been removed from NASA websites and communication platforms as of January 22, 2025.
