COGR’s FAQs and Resources on COVID-19’s Impact to Federal Awards

Announcement: The Council on Governmental Relations (COGR) has released a Federal Agency Guidance Matrix (attached) that lists several major grant-making agencies (NIH, NSF, DOE, DOD, NASA, AFOSR, ONR) and their relevant updated policies due to the impact of COVID-19.

Policies Covered:

  • Late Proposal Acceptance
  • Allowability of Salaries
  • Travel Charges
  • No Cost Extensions
  • Progress & Financial Reporting
  • Pre-Award Expenses
  • Prior Approval

The guidance will be updated weekly as additional information becomes available.

Additionally, COGR has updated their Frequently Asked Questions Regarding COVID-19’s Impact on Federal Awards (Version 2.1) to include the various updates to agency guidance.
