The Office of Management and Budget (OMB) has proposed revisions to the Uniform Guidance (2 CFR Part 200) — the federal rules governing the administration of grants and cooperative agreements. Released on May 29, 2026, the proposed rule could take effect as early as October 1, 2026.
What Could Change?
The revisions touch on how federal awards are issued, managed, monitored, modified, and terminated — changes that may affect how sponsored projects are administered at USC.
Do You Need to Do Anything Right Now?
No. Continue managing your sponsored projects as usual, in accordance with current federal regulations, sponsor requirements, and university policies.
USC is reviewing and analyzing the proposed rule to assess its potential implications for federally funded research and related university activities. This review is being conducted in coordination with peer institutions and the American Association of Universities as USC considers its institutional response.
Faculty and researchers who are considering submitting comments independently should do so in their personal capacity.
