Announcement:The National Science Foundation (NSF) has announced a major new investment in the future of American science and technology through the launch of the NSF X-Labs initiative, a $1.5 billion effort over the next decade designed to accelerate breakthrough scientific innovation and strengthen U.S. competitiveness.
According to NSF, X-Labs will support independent teams of researchers, engineers, and entrepreneurs pursuing milestone-based federal funding to solve ambitious scientific and technological challenges outside of traditional institutional structures.
What Are NSF X-Labs?
NSF X-Labs are intended to create a new model for research and technology development by supporting interdisciplinary, independent research organizations focused on translating transformative ideas into commercially viable platforms and technologies.
Unlike traditional academic research programs, NSF X-Labs will emphasize:
Independent, milestone-driven research teams
Long-term, large-scale funding support
Interdisciplinary collaboration
Translation of early-stage concepts into scalable technologies
Research infrastructure and innovation beyond traditional university settings
Initial NSF X-Labs Focus Areas
The first funding opportunities will focus on two scientific and technological priority areas:
1. Scientific Instrumentation for Sensing and Imaging
NSF is seeking teams capable of developing next-generation scientific instruments utilizing:
Quantum sensing
AI-driven computational imaging
Novel chemical sensing modalities
2. Quantum Systems: Interconnects and Integrated Photonics
NSF is seeking innovative approaches for:
Quantum information transfer
Integrated photonics
Heterogeneous quantum system integration
Advancing next-generation computing infrastructure
Additional scientific challenge topics are expected to be announced in the coming weeks.
Funding Structure
The initiative will utilize an Other Transactions Agreement (OTA) Solutions Offering, allowing NSF to issue topic-based funding opportunities with significant multiyear awards for selected teams.
NSF noted that the program is intended to support “sector-defining platform capabilities” and help transition promising technologies from prototypes to scalable, investment-ready solutions.
