The National Science and Technology Council (NSTC), through the Office of Science and Technology Policy, has established a standard, Government-wide core set of administrative terms and conditions for research and research-related awards subject to OMB Circular A-110 (2 CFR part 215).
Notice of the standard terms and conditions appeared in the Federal Register on Friday, January 25, 2008 (73FR4563). The award terms and conditions are posted to the National Science Foundation website that is responsible for maintaining the current and any (future) archived versions ( http://www.nsf.gov/bfa/dias/policy/rtc/index.jsp). The policy was effective on the date of publication – January 25, 2008.
Those agencies that participate in the Federal Demonstration Partnership (FDP) are required to use the core administrative requirements and may supplement the core set with agency, program or award specific requirements. Agencies that do not participate in FDP are encouraged to use the core set of administrative requirements. The FDP and non-FDP agencies are cautioned to limit supplemental requirements to 1) those consistent with OMB A-110/2 CFR part 215 or required by statute that supersedes the circular/part; and 2) necessary for programmatic purposes or good stewardship of Federal funds.
In addition to the core terms and conditions, the agencies are encouraged to use the FDP national policy matrix and subaward flow-down documents as tools to establish these policies and flow downs that apply to a specific award. The core standards will be maintained by the Research Business Models (RBM) Subcommittee of the Committee on Science (CoS) of NSTC. Each agency is directed to post its plan for implementing these standards on the agency and RBM websites.
The publication of these standard, Government-wide core research award terms and conditions is a significant accomplishment that fulfills a major achievement of the FDP. The ten Federal agencies and 98 research universities in the FDP developed and demonstrated the effectiveness of these standard terms. The RBM refined the administrative requirements developed by FDP for government-wide use and solicited comment in January 2005.
