Overview
The federal stimulus bill presents an unprecedented, one-time opportunity to support the University’s research enterprise. All major federal research agencies are receiving additional significant research dollars for competitive grants, construction/renovation of research facilities, and instrumentation.


To help the University take full advantage of these opportunities the Department of Contracts and Grants (DCG), Research Advancement, and Federal Relations are teaming to provide information to faculty and staf

Background

President Barack Obama recently signed the American Recovery and Reinvestment Act (ARRA) into law. The $787 billion stimulus bill allocates $21.5 billion for federal research and development, to be invested within two years. This website will keep you apprised of the appropriations by agency, special application and reporting requirements, and other pertinent information.

ARRA Funding Levels
NSF is receiving an "unprecedented 50% increase" to their annual budget. NIH is receiving a 33% increase to their annual budget. For detailed information on how these and other agencies are allocating ARRA funds, check the Agency Funding Chart. Preliminary information indicates that awards will be made for two years and there will be increased reporting requirements because of the increased federal oversight on ARRA funds.

How are agencies distributing ARRA funds?
Each agency is using their own discretion to distribute funds. One of the primary goals of NIH and NSF is to increase the success rate of proposal acceptance. They are re-reviewing previously reviewed proposals that were not funded but judged to have scientific merit. For these applications, you may not need to resubmit.

  • NIH: Applies to R01s submitted in late FY08 and early FY09; eligibility and selection will be handled by program.
  • NSF: Applies to applications declined after 10/1/08.
